Australia’s Budget for the year 2019-20 is unveiled

The Australian Government has come up with its annual budget for the year 2019-20 on April 2nd, 2019. There is a plethora of changes that have taken place and going to be implemented from 1st July 2019. Check out the changes here:

a) Increase in Visa application fee

There will be an increase in the visa application fee for all the visa categories except Australia visitor visa subclass 600. From 1 July 2019, visa application charges will increase for all visas except the Subclass 600 Visitor visa.

There is a increase of 5.4% in base application fees for a permanent skilled visa by $200 or above for a primary applicant, over$80 hike for a Graduate visa , and for Partner Visas, it is $386 increase. No change in second visa application charges for  Parent visas and non-functional English for dependents.

b) Cutback in intake of Immigration target

The immigration target for the 2019/20 year is decreased to 160,000 places with the major reduces in the allocations for the Skilled Independent and Employer-Sponsored visa types. This reduction has done in order to allocate 23,000 places in the new regional visa programs launched for November 2019.

c) Regional Areas – the main priority

Immigration Department is ready to launch three new visa programs with an aim to attract migrants to regional areas of Australia. The Provisional employer-sponsored and provisional work visas would be in running status from 1 November 2019, along with that, the permanent Skilled Regional visa will be initiated from November 2022.

The term “Regional” will be simplified to include anywhere outside of Brisbane, Gold Coast, Sydney, Melbourne, and Perth, so migrants can look at places like Queensland’s North Coast and Toowoomba, New South Wales’ Northern Rivers, Central Coast, and Hunter Valley, Geelong and the Grampians region in Victoria, and anywhere in South Australia, Tasmania, and the Northern Territory.

d) Extension in a stay of International Graduates

The International students completing their education in Regional Australia will be able to apply for a one-year post-study work visa if they want to continue to stay in regional Australia on their graduate visa, this rule will be applicable from 2021.

e) Regional Scholarships

Efforts are done to attract International and domestic students to study in Regional areas by introducing new scholarships, for higher studies and vocational education qualifications.

f) Skilled Migration Points Test Changes
W.e.f from 1st November 2019, the skilled migration points system will be altered to reward supplementary points to applicants whose partners have competent English but incompetent to meet the other requisites for skilled partner points. This will not affect single applicants as there will be other additional points available, nevertheless, there has no information provided on how these points will be positioned.

g) Termination of existing Regional areas

In the wake of the introduction of new Regional visas, the current Regional Sponsored Migration Scheme Subclass 187 visa and the State Nominated Regional Visa Subclass 489 will be terminated. Aspirants who have taken into account regional options, the current regional visa subclasses will be swapped by the new regional visas. The major change is that the requisite of living in the region will be increased from 2 to 3 years.

Manitoba’s latest draw leads to total of 3,000 invitations in 2019

Manitoba’s seventh Expression of Interest draw took place on 28th March 2019, issued an invitation to 595 immigration applicants to apply for a provincial nomination for a Canada permanent residency. The Invitations have issued to the candidates under the Manitoba Provincial Nominee Program (MPNP)’s Skilled Worker Overseas, Skilled Worker in Manitoba and International Education streams.

A total of 3,199 new invitations have been issued till far under these streams by the MPNP. Applicants who were invited in the March 28 draw registered their Expression of Interest (EOI) profile with the MPNP. The first step towards attaining a nomination from Manitoba under the Skilled Worker Overseas and Skilled Worker in Manitoba streams is to submit an EOI profile. Moreover, there are other pathways as well under the International Education Stream which requires submission of an EOI profile.

EOI profile is a score given to the candidates on the factors like education, work experience, language proficiency and established connections to Manitoba and the candidates with high-ranking are issued a Letter of Advice to Apply (LAA) through regular invitation rounds

Express Entry candidates who got an LAA need to have a valid Express Entry ID and job-seeker validation code and minimum 6 months of work experience provided; your occupation should be mentioned on the Manitoba’s In-Demand Occupations List. EE candidates who have received a provincial nomination are rewarded with an extra 600 points towards their overall Express Entry Ranking score, assuring candidates an ITA to apply for Canadian permanent residence in a successive Express Entry draw.

Another group of Skilled Workers Overseas candidates who received invitations in March 2018 had the subsequent qualifications:

  • a) Work experience or past education in Manitoba or a close relative residing in Manitoba;
  • b) Minimum experience of six months in an occupation mentioned on Manitoba’s In-demand Occupation List
  • c) At least CLB/NCLC5 in English or French language unless your work experience is principally in a regulated occupation and there is a requirement is of a minimum of CLB/NCLC 7, or a compulsory trade, in which there is a requirement of CLB/NCLC 6.

The lowest score under this group of Skilled Workers Overseas candidates was 563. The LAAs were issued to a total of 29 Skilled Worker Overseas candidates under a Strategic Recruitment Initiative in the March 28 draw.

Skilled Workers in Manitoba and International Education Stream

On 1st March, the MPNP issued a total of 262 invitations to Skilled Workers in Manitoba applicants with a score as low as 433. It is the lowest score of 2019 till so far for a Skilled Worker in Manitoba draw.  The Skilled Workers in Manitoba Stream allows qualified temporary foreign workers and International Student Graduates who are currently in Manitoba and have been offered a permanent job with their Manitoba employer. In addition to that, an additional 44 invitations issued to International Education Stream applicants. The three different pathways have been provided under this stream to get permanent residency for eligible International Graduates of Manitoba post-secondary Institutions.

New Canada Agri-Food Industry Immigration Pilot to be launched

The Canadian Government is looking forward to giving attention to the agriculture food sector of the country, therefore, has planned to launch a new three-year Immigration Pilot program.

Recently, in the budget which was held in March 2019, the Canadian Government stated that:

“To help the Agri-food sector meet Canada’s ambitious export targets and attract and retain needed labor, the federal government will launch a three-year immigration pilot to bring in full time, non-seasonal agricultural workers that will include a pathway to permanent residency.”

The Federal Government decision has been supported by the Canadian Meat Council (CMC). The CMC said that they are making 2,750 vacancies for Immigrants for the spots like meat packers, meat processors and equipment supplier which are not fulfilled by Canadians.

As per Canada’s Agri-Food Economic Strategy Table information published September 2018, there is an urgent need to meet the labor shortages going on in the agriculture sector and programs like permanent immigration and temporary foreign worker help in attracting the workers.  There is a daily contribution of $304 million and $111 billion annually from Canada’s Agriculture and Agri-Food system into the economy of the nation. 60,000 increase in Canadian jobs in February 2019

2019 is treating very well to all the Canadians and the one who’s working there on any visa program. Well, the season of employment is heating up and in the month of February only, there is an addition of 60,000 Canada jobs. The involvement of workers has been increased in the labor market, however, the rate of unemployment has remained at 5.8%. The involvement of the labor force has been increased to 65.8% by 0.2p.p.

Till so far, the collection of Canada jobs has been good, where full-time jobs have ruled the chart with the growth of +67.4K and the part-time jobs has been decreases by 11.6K. The private sector is emerging with the addition of 31.8K roles in full-time Canada jobs column. On the other hand, the public sector has added 8.8k positions.

There is an increase of 15.1k in self-employment. The employment season has surely loved by the Canadian youth ranging from 15-25 years. There was an addition of 28.6K jobs that has brought down the unemployment rate to 10.8% by 0.4p.p.  The exponential gain of jobs in Canada was because of the Services sector with the 46.2K increase. It is followed by the Professional Services sector with 18.3K jobs and the Wholesale/Retail Trade sector with 12.1K addition of jobs.

The exponential gains of jobs in Canada were driven by Ontario and Quebec, for the third continuous month. As stated by the Economic TD, the addition was 36.9K and 14.9K jobs respectively.

The full-time jobs have accelerated a salary hike of 2.2%.  The recent positive gains in the Canadian job market have created the trend at 48.3K monthly. After 2002, this increase has been witnessed.

Canada CRS Score drops by 2 points to 452 in latest Express Entry Draw

In the latest Express Entry Draw held on 20th March 2019, the Canada CRS – Comprehensive Ranking System score has been decreased by 2 points to 452 and offered 3,350 Canada PR Visa invitations. The previous EE draw took place on 6th March 2019. In the year 2019, a total of 21,200 ITAs – Invitation to apply has been offered under the Express Entry system by the Immigration, Refugees and Citizenship Canada.

The previous year, at the same time, IRCC had offered 14,500 at the same time and this time, there is an addition of 6,700 ITAs. For the year 2019, IRCC has already set a record of 89,000 ITAs to applicants in the Express Entry pool.

 Followed by all the recent trends so far in 2019, it is quite predictable that IRCC would surely set a new record for ITAs. In order to achieve the Immigration target for the year 2019 and 2020, Canada Government might release a new record for ITAs.

 To apply under the Express Entry system, the candidates have three skilled economic immigration streams:

b) Canada Skilled Trades Class Federal

c) Canada Experience Class

To get an entry in Express Entry pool, applicants have to meet the eligibility criteria for the aforementioned streams. After that, scores are given to the candidates on the numerous factors. That includes Proficiency in French or English, Work Experience, Education, Age, and others. A set number of candidates who achieve the highest CRS score are then invited by IRCC.

The recent 20th March 2019 has the tie-breaker and the details are – date: 7th February 2019 and Time: 9:59:25 UTC.

From this tie-breaker, the picture has been drawn that the applicants who had Canada CRS score more than 425 received the PR Visa requests. In addition to that, ones who scored 452 and lodged their application in the Express Entry before the tie-break time and data also received ITAs. The minimum Canada CRS score has dropped off two times in the preceding two invitation draws.

Express Entry and Provincial Nominee Program – Pathway to fill the Immigration target by 2021
